Strengthening Program Performance

In large infrastructure programs, technical decisions are only part of what shapes performance.

Organizational capacity, regulatory understanding, interagency coordination, and clear decision processes often prove just as consequential.

I work with executives, program leaders, and teams to clarify requirements, strengthen implementation, and improve program performance. I advise on capital program readiness, integration of regulatory requirements into strategy and delivery decisions, and intergovernmental coordination with funding and regulatory agencies.

My advice and insight reflect three decades of experience working inside complex public infrastructure and facility programs -- ranging from direct responsibility for projects to executive accountability for programs.

Moments for Engagement

Situations in which I can help:

  • Regulatory requirements remain unclear even as design or procurement is moving forward
  • Funding assumptions change after scope, schedules, or public commitments have been set
  • Cost escalation forces reconsideration of scope, timing, or delivery approach
  • Technical decisions begin to drive program direction in ways leadership did not intend
  • Senior leadership calls for an independent review

These situations often require experienced, independent perspective to clarify options and help sustain program viability.

Crisis Response & Program Stabilization

When a program encounters serious disruption, leadership often needs clear, rapid, and structured perspective.

At such inflection points, I work directly with program leaders to:

  • Identify underlying drivers of risk and uncertainty
  • Assess regulatory, financial, and political implications
  • Clarify viable options and likely impacts
  • Develop sound justifications for external agency engagement
  • Re-establish clarity and implementation discipline

My role is to help leadership re-establish alignment so teams can move forward with effective implementation.

About

Senior Public-Sector Experience, Applied in Service

My career began in the delivery of water and wastewater infrastructure in an intergovernmental setting, with responsibility for project development, engineering design, construction execution, and direct support to utilities.

Over more than thirty years, those responsibilities expanded to executive accountability for complex programs and consequential public decisions.

In senior public service roles, I oversaw regulation of water systems, infrastructure investment, intergovernmental coordination, and emergency preparedness and response.

I led teams and was responsible for decisions that integrated technical, financial, organizational, and intergovernmental considerations.

Today, I draw on that experience in an independent advisory capacity, working in support of public-sector and mission-driven organizations.
